What makes a place "hidden"?
Our test has three parts. First, crowds: if it's on the front page of every itinerary, it needs a genuinely quieter angle (a dawn session, a back track, a season nobody uses) to earn a listing. Second, character: the place has to offer something you can't get from a lookout car park — a swim, a scramble, a story. Third, access: everything listed is on public land with legal, established access. If a spot requires trespassing or damaging country to reach, it doesn't belong here, no matter how good the photo is.
